Process and structure evaluation of the Dutch program on care for frail elderly (Nationaal Programma Ouderenzorg)

Duration: February 2016 - March 2017

Since 2008, the Nationaal Programma Ouderenzorg (NPO) aims to improve the care for, and welfare of, frail elderly.
What movement has the NPO generated, how did this process come along and did this contribute to a sustained and integral care for frail elderly?

During 1 year, four project are undertaken using a mixed-methods design:
1) reconstruction of the underlying theory of the NPO;
2) a first typecasting of networks based on interviews with elderly, professionals and other stakeholders;
3) qualitative questionnaires among health professionals and elderly;
4) case studies on national infrastructures and regional networks.

The evaluation will lead to national and regional policy recommendations for the care of frail elderly.
