Health human resources (HHR) policy across the world is challenged by workforce shortages and maldistribution of skills. Yet Europe holds top positions in both quantity and quality of the health professional workforce. Staffing levels of skilled professionals are on average higher than in other Organization for Economic Co-operation and Development (OECD) countries, while education and training are excellent (Matrix Insight, 2012; OECD, 2013). Why, then, is HHR policy a burning issue in Europe, and what makes it interesting from a global perspective?
