Background
Former communist countries are in the process of making their (primary) health care better and more efficient. The WHO is helping them to do so, in part by evaluating how they are doing.

- Points of attention for further development?

Method
The Primary Care Evaluation Tool (PCET) is used, involving: document review; practice visits; interviews; questionnaire surveys of GPs and patients.
