Aim
An important aim of TO-REACH is to identify current and future health services and systems priorities by synthesising (inter)national roadmaps, research and stakeholder inputs.

Methods
For this purpose, we will first present a conceptual framework that will allow us to cluster, map and analyse priorities in a systematic and comparable manner. Next, we will provide an overview of examples of relevant international and national roadmaps and strategy documents. From this existing intelligence we will synthesise a balanced overview of common as well as different themes as a basis for identifying potential overlaps and connections between national research agendas. When doing so we will have a specific focus on a) distinguishing clusters of countries and have the most to learn from or with each other, and b) past experiences or new plans with particular added value for transferring to and up-scaling in new settings. To ensure a joint research programme with relevance in 2019 and the five years beyond, focus will be on taking a forward looking perspective and on placing the needs of individuals and populations at the centre. This will provide a starting point for a discussion with the audience which priority areas they would like to see addressed, given their potential EU-added value. (aut. ref.)
