Background
In this report, primary care and service delivery are understood as part of the wider context of primary health care. The report focuses on rural and remote areas, although it is important to recognize that imbalances also exist in health and health care in urban areas, particularly in low-and middle-income countries, where deprived populations have no access to highly specialized and often-private health care facilities, due to high user access fees. The scoping review of the literature, which is the basis of this report, focused on the WHO European Region but also took into account review studies from other
regions.

Aim
The main aim of this report is to provide information from published research on best practices or solutions to counter the risk of imbalances in primary care in rural and remote areas.
